There is no level requirment

Before Starting Quest:

Once the Baby Robot has been nurtured to reach level 15, I better take it to Garnox, who specializes in nurturing evolving pets.

Started Quest:

Robots, a beautiful product of a perfect blend of technology and magic, can apparently transform into a more mature being. The process just needs requires some materials to work with. I'll need to get 1 and 50 Cheap Batterys and bring them to Garnox.

Finished Quest:

What used to be a small robot pet has grown up and became an Adult Robot.
