Spiruna says that Eliza has calmed down enough, so talk with Eliza. Eliza can be found in Eliza's Garden behind a fallen pillar at the Stairway to the Sky II.

Finished Quest:

Met Eliza sitting gracefully inside Eliza's Garden. Eliza showed no traces of anger, instead looking calm.
